Recently, Huai'an issued the "Implementation Plan for Accelerating the Advancement of Intelligent Construction in Huai'an," aiming to promote the deep integration of the construction industry with advanced manufacturing technologies and next-generation information technologies, and to drive the transformation and upgrading of construction methods.

The Plan outlines six key initiatives. In terms of technological application, it supports the use of intelligent construction technologies in housing projects of more than 20,000 square meters and in water conservancy and transportation projects exceeding RMB 20 million. It promotes the adoption of mature technologies and equipment such as BIM design, smoothing robots, and 5G unmanned tower cranes, builds smart construction site management platforms, and advances intelligent upgrades in the production of prefabricated components. In terms of pilot cultivation, the city will carry out the selection of municipal-level intelligent construction pilot projects and establish a pilot project reserve pool. Pilot enterprises and projects must incorporate no fewer than two frontier technology application scenarios, and experience will be promoted through case studies, demonstration visits, and training activities. In terms of policy support, the city will coordinate funding to secure support from central and provincial policies. Government-invested projects will include explicit requirements for intelligent construction applications. Enterprises purchasing intelligent equipment will enjoy tax incentives, and pilot projects will receive priority support in areas such as awards, recognition, and credit scoring. For workforce development, the city will foster a professional talent pool by establishing joint laboratories between universities and enterprises, creating a three-level training system, and setting up an "Intelligent Construction Talent Contribution Award." In terms of industrial cultivation, Qingjiangpu District, Huai'an Economic and Technological Development Zone, and Huai'an District will be supported in leveraging their industrial strengths to build intelligent construction industry bases. Leading enterprises will be encouraged to establish shared platforms to promote integrated development across the upstream and downstream of the industrial chain. For industry regulation, a quality and safety supervision mechanism tailored to intelligent construction will be established. The city will explore BIM- and AI-based intelligent review models to achieve real-time archiving of project archives.
