Huai'an City Innovates and Optimizes the "Employment+" Integrated Service Model

Since the beginning of this year, Huai'an City has been exploring new pathways for public employment services by embedding distinctive scenarios, integrating skills training, and linking rights protection throughout the process.

The first is employment + distinctive scenarios. The city has created recruitment activity settings such as "employment + night markets + competitions + culture & tourism," and built an online service matrix featuring "job-seeking maps + digital intelligent job recommendations + live-streamed job promotion + virtual company tours." This extends employment services to cover all time periods and all regions. From January to July, 63 distinctive events were held, with job intention fulfillment rates exceeding 50%.

The second is employment + skills empowerment. Vocational skills training and career planning guidance have been deeply integrated into employment service stations, with the development of "short, intensive, and fast" training programs and "cloud classroom" training resources. A full-chain service model of "on-site observation-training for improvement-skills improvement-employment" has been launched. From January to July, 6,083 workers were assisted in achieving "one-stop" employment.

The third is employment + rights protection. The city has optimized the "1+N" on-site recruitment comprehensive service by setting up dedicated areas for functions such as subsidy applications, financing matchmaking, and legal consultation, thereby providing a closed-loop service of "employment-social insurance enrollment-rights protection." From January to July, 47,000 visits were received on-site, resulting in 25,500 newly employed urban workers and 22,700 reemployed unemployed persons, with annual target completion rates of 72.78% and 113.5%, respectively.
