The scrapping and renewal of old operating ships are an important part of the large-scale equipment upgrade initiatives in the transportation sector. Guided by policy, this effort aims to phase out ships with high energy consumption and heavy emissions, in response to the national strategy on industrial upgrading, energy conservation, and emission reduction. This year, Huai'an submitted applications for the dismantling of 315 ships. After careful verification in the preliminary stage, all 315 ships slated for dismantling were included in the annual scrapping plan. The project involves more than RMB 100 million in subsidies and covers a total tonnage of over 100,000 tons.
On July 7, the Ministry of Transport and the National Development and Reform Commission jointly issued the 2025 list for the scrapping and renewal of old operating ships. Huai'an responded swiftly, establishing a well-structured and efficient implementation system through measures such as scientific planning, streamlined procedures, and strengthened oversight. These efforts aim to fully advance the dismantling of ships in a timely and orderly manner, ensuring that all tasks are completed on schedule and with high quality.
To enable enterprises to promptly benefit from policy incentives, the municipal transportation authorities have further optimized internal workflows related to ship ownership deregistration and subsidy fund review, setting clear timeframes and responsibilities for each step. Close coordination with the finance department has been strengthened, with the establishment of an information-sharing and linkage mechanism to ensure that once subsidy funds are allocated, disbursement is completed at the earliest possible time.
As of August 14, a total of 81 ships have been dismantled and 81 ship ownership registrations have been canceled, contributing to the green transformation of the water transport industry and enhancing both quality and efficiency.
