Recently, the Huai'an Municipal Civil Affairs Bureau and the Municipal Finance Bureau jointly issued the "Notice on Raising the Assistance and Security Standards for Residents in Need," increasing the 2025 standards for urban and rural minimum subsistence allowances, assistance and care for extremely impoverished individuals, and living subsidies for persons with disabilities facing difficulties in the city. The minimum subsistence allowance for urban and rural residents will be raised from RMB 695 to RMB 733 a month for each person, effective July 1 this year. The care and nursing standards for extremely impoverished individuals will be adjusted according to three categories—completely unable to care for themselves, partially unable, and able to care for themselves—at 30%, 15%, and 5% of the previous year's local minimum wage standard, respectively, effective October 1 this year. This increase in the minimum subsistence allowance will benefit approximately 120,000 people, including those receiving support under the extreme poverty program and persons with disabilities in need, further expanding the coverage of social assistance policies and enhancing the sense of gain and well-being among disadvantaged residents.
According to statistics, in the first half of 2025, Huai'an disbursed a total of RMB 210 million in minimum subsistence allowance funds, benefiting 36,000 urban and rural households with 66,500 recipients. Temporary assistance was provided 9,800 times to disadvantaged groups facing sudden emergencies, with relief funds totaling RMB 9.696 million. Huai'an will continue to improve its mechanism for adjusting social assistance standards in line with the city's socio-economic development, so as to better meet the diverse and multi-tiered security needs of residents in difficulty.
