After meticulous preparations in the early stages, Huai'an's Green Power and Green Certificate Service Platform has been initially established. From January to July this year, 27 enterprises across the city purchased a total of 199 million kilowatt-hours of green power, representing a year-on-year increase of 116.3%. A total of 54 new energy power generation projects (including distributed projects) sold 969 million kilowatt-hours of green power, up 69.55% year-on-year.

The establishment of this platform meets the needs of Huai'an's export-oriented industries and the sustained growth of installed power capacity, providing strong momentum for the city's green, low-carbon, and high-quality development.

Since the beginning of this year, Huai'an has regarded accelerating industrial transformation and upgrading as a key driver of high-quality development, fully implementing the new development philosophy and focusing on the "353" strategic emerging industry integration clusters. Efforts have been made to enhance the "green content" of industries and the "value content" of development. The city has introduced an implementation plan for the development of strategic emerging industry integration clusters, mapped a panoramic blueprint of the industrial chain in line with the "353" development directions, and pursued the strategy of strengthening, supplementing, and extending the chains. Targeted investment promotion has been carried out under the "one policy for one chain" approach, helping Huai'an become a dynamic force in Jiangsu's effort to build an "important hub for developing new quality productive forces." Huai'an has also accelerated the development of new energy, issuing the Implementation Plan for Onshore Wind Power Development in Huai'an City (2025-2030) to advance the orderly construction of the Jinhu new power system pilot project. In addition, the city formulated the Power Generation Planning for Comprehensive Utilization of Resources in Huai'an City, which has been approved by the Provincial Development and Reform Commission, and is promoting the construction of the Huaigang Comprehensive Resource Utilization Power Generation Project in Huai'an City.
