To further implement the relevant requirements of the Notice of the General Office of the State Administration for Market Regulation on Strengthening Safety Work During the Summer and Flood Season, the Huai'an Municipal Administration for Market Regulation is focusing on the safety risk prevention and control of special equipment during the flood season, making every effort to ensure the safety of citizen's lives and property.
Huai'an has enhanced risk warnings. Through the special equipment smart supervision service platform, the city has disseminated the Typhoon and Rainstorm Safety Prevention Warning Reminder to more than 10,000 organizations manufacturing or using special equipment in the city, urging all operating entities to strictly adhere to systems such as "daily control, weekly inspections, and monthly scheduling," ensure the implementation of emergency prevention measures, and shut down equipment promptly in circumstances that do not meet the operational conditions to prevent safety accidents.
Huai'an has improved its emergency response capabilities. The city has established seven emergency rescue teams focusing on special equipment, comprising 169 rescue personnel and equipped with rescue vehicles, gas masks, protective chemical suits, and other essential rescue gear. In collaboration with the fire and emergency departments, the city conducted emergency drills for pressure vessel leaks, simulating scenarios of media leakage under adverse weather conditions. These drills involve both company staff and rescue teams working together to manage incidents, ensuring that unexpected leakage accidents are "discovered early, controlled early, and handled early."
Huai'an has also strengthened key supervision. The city is implementing targeted supervision measures focusing on high-risk equipment such as pressure vessels, pressure pipelines, and lifting machinery. Through enterprise self-inspection and special inspections, the city comprehensively checks for hidden risks such as buried storage tanks, safety accessories, and electrical circuits to ensure that high-risk links remain controllable. Since the onset of the flood season, the city has provided services and guidance to 19 enterprises, inspected 228 sets of special equipment, and rectified 95 hazard issues.
