Since the beginning of this year, Huai'an has implemented various measures to advance water ecosystem governance and flood control capabilities.
First, the city initiated problem identification and resolution. Efforts are focused on enhancing the "River Chief System" implementation and addressing water-related violations strictly. Over 200 potential risks in water conservancy projects were identified, with over 300 resolution measures specified for hazardous sections.
The second measure centers on the development and management of flood control projects. Targeting flood control standards of once every three centuries for Hongze Lake and once every century for the urban core, accelerated construction projects in Hongze Lake's flood storage areas have led to an annual investment of RMB 1.745 billion, completed before the major flood season.
The third measure focuses on space governance of rivers and lakes. Emphasizing remote sensing monitoring, dynamic inspections, the efforts supported the verification and resolution of 213 remotely sensed water body polygons issued by the Ministry of Water Resources and the provincial government, while also strengthening the investigation and rectification of 46 watershed channel issues and assigned tasks.
Fourth, efforts are made to explore innovative practices in the governance of cross-border rivers and lakes. Collaborative governance mechanisms have been established for all 48 cross-border rivers and lakes above the county level and 92 above the town level within the city.
