Since this year, emphasizing air quality improvement, Huai'an City has continued advancing the "Five-Source Co-Governance" initiative, targeting mobile, industrial, dust, domestic, and combustion sources to safeguard clear blue skies. As of July 22, the city's PM2.5 concentration measured 39.4 micrograms per cubic meter, an increase of 3% year-on-year.
First, reinforcing the governance of "industrial sources." Huai'an City has thoroughly implemented comprehensive management of key sectors and major emitters, actively advancing ultra-low emission modifications at facilities such as Huaigang Coking Plant and Anhui Conch Cement Co., Ltd. During heavy pollution warnings, all air-relevant industrial enterprises are coordinated to execute emergency emission measures, ensuring pollutant emissions are within standards.
Second, enhancing the governance of "dust sources." The Standardized Atlas of Dust Prevention and Control for Construction Sites in Huai'an City (2025 Edition) was revised, enabling precise execution of thorough cleaning tasks, furthering the targeted rectification of concrete material enterprises. A total of 594 construction sites underwent inspection, with rectification ordered for 287.
Third, strengthening the governance of "mobile sources." Huai'an City has accelerated the phasing out of vehicles and machinery with excessive emissions, enhanced the supervision of motor vehicle exhaust compliance, promoted the usage of shore power instead of diesel power generation for ships in Huai'an Port, scrapping 290 outdated diesel trucks and replacing them with 187 new ones.
Fourth, improving the governance of "combustion sources." Targeting the Spring Festival and the summer harvest and planting periods, efforts were intensified to manage the use of fireworks and firecrackers, ceremonial incense burning, and open-air burning. During the Spring Festival, peak PM2.5 concentration decreased by 53.2% year-on-year, and the number of straw burning incidents decreased by 61% year-on-year since the summer harvest and planting season.
Fifth, intensifying the governance of "domestic sources." Huai'an City has incorporated cooking fume management into the routine food safety supervision system, enhanced guidance for catering businesses on standardized operations, conducted continuous inspections of cooking fume purification facility installation and operation, identifying and rectifying a total of 977 related issues.
