Huai'an City Implements Multiple Measures to Boost Employment for University Graduates

In the first half of this year, Huai'an City established a comprehensive service system that encompasses job expansion, competency enhancement, service quality improvement, and bottom-line guarantee to support the employment of university graduates.

First, the city implemented a job expansion plan. Leveraging employment promotion policies such as job-expansion subsidies, training subsidies, and social security subsidies, Huai'an has stabilized and expanded 68,200 employment positions. The city has refined the mechanism for aggregating and releasing employment opportunities from major projects, promoted "Thousand Enterprises, Hundred Schools" and "Prestigious Enterprises and Top Talent" talent matchmaking initiatives, and created and promoted 7,244 employment positions and 8,096 internship positions for university graduates.

Second, the city implemented a competency enhancement plan. It launched a practical training camp for young people to enhance their job-seeking ability and organized 20 special events, including resume consultations, visits to famous enterprises, and employment salons. Targeting current students, fresh graduates, and graduates remaining unemployed long after graduation, the city introduced tailored programs such as dual-certification integrated training, front-line internship practical training, and employment skills development, benefiting 18,100 participants.

Third, the city implemented a service quality improvement plan. The city established a paired liaison service mechanism, deploying human resources and social affairs specialists to designated contacts to conduct regular visits and provide targeted services. It carried out campus activities focusing on policy dissemination, career planning, dual-selection negotiations, employment guidance, entrepreneurship support, and hardship assistance, bringing the implementation rate for the placement of graduates in Huai'an-based positions to 72.89%.

Fourth, the city implemented a tracking and guarantee plan. It launched a real-name survey of unemployed graduates, recommended personalized job opportunities, and provided expedited training programs, as well as one-on-one guidance on job-seeking safety precautions, ensuring comprehensive employment support. For graduates who have secured employment, the city has conducted follow-up visits and offered continuous services tailored to their needs, including policy benefits, skill enhancement, and rights protection.
