Recently, the Huai'an Science and Technology Bureau and the Huai'an Finance Bureau jointly issued the Huai'an Science and Technology Insurance Premium Subsidy Work Guidelines (Trial) to maximize the role of science and technology insurance in effectively mitigating innovation and entrepreneurship risks for technology enterprises.
The policy stipulates that premium subsidies will be granted to legally registered independent legal entities, including enterprises, higher education institutions, and research institutions. Eligible enterprises must hold a valid national high-tech enterprise certificate and have no record of major safety incidents, quality violations, or serious breaches of law or trust in the previous or current year. The policy covers high-tech enterprise product R&D liability insurance, technology achievement transformation cost loss insurance, patent infringement liability insurance, and other types of science and technology insurance approved by and filed with the Huai'an Science and Technology Bureau.
Regarding subsidy standards and funding allocation, the policy adopts a post-subsidy approach with a total amount limit. Universities and research institutions may receive full premium subsidies, while enterprises are eligible for up to 50% coverage, with an annual maximum subsidy of RMB 200,000 for both categories. Funding responsibilities are divided as follows: Premiums for municipal-level entities, higher education institutions, and research institutions will be covered by the municipal budget; those for district-level entities will be shared between municipal and district finances at a 5:5 ratio; and subsidies for county-level entities will be split between county and municipal budgets at an 8:2 ratio.
Additionally, the policy encourages insurance institutions to participate in the Huai'an Science and Technology Insurance Initiative, requiring partner institutions to deploy professional teams, develop tailored science and technology insurance products, and establish expedited approval channels. The Huai'an Science and Technology Bureau will select and sign cooperation agreements with qualified insurers.
