In recent years, Huai'an City has actively advanced the citywide implementation of cultural tourism services, enhanced its intelligent facilities, improved service quality, and innovatively developed consumption scenarios.
Enhancing intelligent facilities. The city has launched the "Cultural Tourism in Huai'an" mini-program, featuring over 10 online service functions, such as event and scenic location searches. It offers voice guidance for scenic spots, cultural venues, accommodations, parking, dining, and related services, alongside location-based searches. Leveraging third-party OTA platforms, the mini-program enables online booking for cultural tourism services. A hand-drawn e-map for cultural tourism in Huai'an has been created and published. Showcasing all the city's cultural tourism resources, this map complements the "Cultural Tourism in Huai'an" mini-program and allows comprehensive navigation through a single map.
Improving service quality. Cultural tourism-related approval processes have been streamlined and consolidated to implement the one-stop handling services fully. The one-stop handling services have already covered Internet cafes, singing and dancing entertainment venues, and off-campus art training institutions. On this basis, at the end of August 2024, joint license processing, coordinated transformations, and consolidated sales were implemented for entertainment venues and art performance institutions. The city has made substantial efforts to review and rectify laws, regulations, normative documents, and policy documents that may involve unequal treatment for enterprises. It reviewed tens of thousands of documents and resolved 26 cases.
Innovating in consumption scenarios. Utilizing the cultural tourism market as a bridge, the integration of "cultural tourism + various industries" has been deepened, emphasizing the synergy among the city itself, counties, and districts, as well as among culture, commerce, tourism, and sports. A series of cultural tourism and sports activities have been launched, offering incentives such as consumption discounts and joint ticket concessions. Various cultural tourism consumer vouchers with a total value exceeding RMB 10 million have been distributed. With all these efforts, Huai'an City strives to enhance collaboration and unleash the potential of cultural tourism consumption through the combination of "policy, activities, and scenarios."
