This year, Huai'an City has introduced a special subsidy program for old house renovations. From January 1 to December 31, 2025, residents purchasing decorative materials such as tiles, flooring, and sanitary fittings for old house renovation can apply for subsidies amounting to 15% of the purchase cost, with a maximum allowance of RMB 30,000 per household. The policy applies to both urban and rural housing. It explicitly prohibits the same property from receiving multiple similar subsidies, ensuring funds are directed to those with essential needs.
To further harness residents' consumption potential and advance the home industry upgrading, Huai'an City focuses on meeting demands such as old house renovations and kitchen and bathroom modifications. The city has implemented special subsidy programs paired with old-for-new consumer incentives, infusing the home improvement market with financial encouragement. In 2024, Huai'an City approved 1,345 households and disbursed subsidies totaling RMB 22.2826 million, with RMB 19.125 million provided by central funds and RMB 3.1576 million from local co-funding. In 2025, the initial allocation of subsidy funds, amounting to RMB 10.02 million, commenced issuance. As of now, 442 households have been reviewed and accepted, involving a total of RMB 9.7897 million. Among them, 220 households that have completed renovations have received subsidies totaling RMB 4.8983 million. This policy benefit is rapidly taking effect, providing a robust boost to urban consumption growth.
To address inadequate funding, Huai'an City has actively engaged with higher-level financial departments to secure favorable funding allocations. Simultaneously, to enhance audit efficiency, regular business training sessions are conducted, and standards for evaluating the rationality of renovation costs are refined and standardized.
