Overall Employment Situation in Huai'an Remains Stable

In the first half of the year, Huai'an expanded its "neighborhood" employment service stations, job information posting sites, and gig worker markets to towns, subdistricts, and local communities. By capitalizing on peak labor mobility periods such as the Spring Festival and the May Day holiday, the city worked to further stabilize and boost employment through large-scale spring job fairs and livestreamed recruitment events. To support key groups, Huai'an launched a series of targeted initiatives, including the "Stay in Huai'an" campaign for local college graduates, the "Returning" program to attract skilled Huai'an natives working elsewhere, the "One Policy for One Enterprise" hiring services for major projects, and actions to promote industry-education integration. These efforts are designed to expand employment pathways for jobseekers. The municipal government also introduced the Work Plan on Launching the "Promoting Huai'an's Development Through Skills" Initiative to Enrich People, Increase Income and Empower Industrial Development, offering literacy-based, customized, job-specific, and targeted training programs. Through campaigns like "Skill Improvement and Job Stability" for enterprise workers, "Targeted Training" for key groups, and "Empowering with Skills" for students, the city is building a precise platform to match labor supply with employer demand.

As of the end of June, Huai'an had created 24,400 new urban jobs and helped 20,900 unemployed individuals return to work. A total of 2,742 skilled workers returned to Huai'an for employment. The city provided subsidized vocational skills training for 23,500 people. Additionally, 753 entrepreneurial entities were approved for a total of RMB 195 million in livelihood-oriented start-up guarantee loans, supporting 3,476 individuals in successfully launching their own businesses.

In the second half of the year, Huai'an will step up efforts to support businesses and stabilize employment, further leverage the job-creating potential of major projects, and continue to implement the "Promoting Huai'an's Development Through Skills" initiative in a solid and effective manner. The city will also focus on improving employment outcomes for key groups, working to ensure that stable employment serves as a foundation for economic stability, social stability, and public confidence.
