Recently, the Office of Huai'an Work Safety Committee has taken targeted measures to counter the risks posed by high summer temperatures, leaving no stone unturned in its efforts to mitigate extreme heat, manage potential hazards, and ensure public safety.
The city has strengthened consultations and scheduling. It has issued the Notice on Summer High-Temperature Safety Precautions, outlining requirements for implementing heat prevention measures and adjusting work schedules appropriately, along with eight packages of high-temperature work safety reminders to enterprises. Special coordination meetings have been held to review the implementation of preventive measures in key industries and departments.
The city has paid particular attention to high-risk sectors. Emergency management teams, in collaboration with the fire department, conducted on-site inspections at 39 enterprises with major hazard installations. They carried out comparative accident analyses at 6 nitrification and 4 diazotization enterprises. They also completed comprehensive checks at 33 enterprises handling hazardous chemicals that are sensitive to water exposure or high temperatures.
Additionally, the city has enhanced guidance and support. The emergency management system has provided specialized guidance to 140 enterprises with confined spaces, urging them to strictly implement the requirements of "ventilation first, testing second, and operation thereafter", enforce proper work approvals, and strengthen on-site management. Notably, 22 guidance teams were established to deliver targeted on-site support to key enterprises engaged in high-risk processes and operations, such as metal smelting, the use of medium-frequency furnaces, deep-well aluminum casting, and operations prone to dust explosions, emphasizing the importance of safe working practices.
More measures have been taken to raise awareness of prevention. The Huai'an Emergency Management Bureau, together with the Huai'an Municipal Meteorological Bureau, has issued early-warning signals across multiple platforms seven times to urge industries and the general public to take necessary precautions. Furthermore, education, housing and urban-rural development, and cultural tourism departments have organized targeted educational campaigns and safety alert activities to popularize critical summer safety and emergency knowledge, covering topics such as drowning prevention, safe gas usage, and travel during extreme heat conditions.
