Huai'an City Uses Intellectual Property to Leverage Innovation and Stimulate Economic Vitality

In recent years, Huai'an City has taken the establishment of an efficient comprehensive intellectual property management system as a starting point to vigorously promote high-quality creation, high-efficiency application, high-standard protection and high-level services of intellectual property.

The first is to precisely cultivate patents. Huai'an City has integrated 2,567 key enterprises from the "7+3" advanced manufacturing clusters, the "353" strategic emerging industry integration clusters, and the "1650" industrial system. Focusing on 1,033 high-value patent IPC classification numbers, the city provides one-on-one guidance to assist enterprises in applying for invention patents. Universities and research institutions are encouraged to accelerate the implementation of a pre-application patent evaluation system centered on the industrialization prospect analysis, with the goal of significantly improving the quality of patent applications.

The second is to strengthen coordinated protection. The city has issued the "Implementation Guidelines on Strengthening Coordinated Protection of Data Intellectual Property", and established a working mechanism for organizing intellectual property dispute mediation and promptly recording case information on the "head office to head office" platform. A government-enterprise coordinated brand protection initiative has been launched, with 35 enterprise representatives jointly signing the "Cooperation Framework Agreement on Government-Enterprise Coordinated Brand Protection". As of May this year, a total of 37 trademark infringement cases have been filed and investigated.

The third is to improve the service system. The city has developed a patent navigation matrix and issued over 70 intellectual property micro-navigation reports for enterprises. It has launched the 2025 Intellectual Property Public Service Initiative to benefit businesses and established a "government-enterprise express channel" service mechanism. Proactive measures such as "dedicated liaison officers" and "case-by-case strategies" are being adopted to provide enterprises with rights protection services, including case analysis, infringement determination, and strategic recommendations.
