In recent years, Huai'an City has established a full-chain rehabilitation system with policy guarantees, professional services, and social participation. A total of 35 designated rehabilitation institutions in the city have helped more than 2,000 children with special needs grow positively.
Guaranteed by policies, a full-chain rehabilitation service system has been established. Huai'an City has issued documents, such as the Implementation Plan for Whole-process Care and Support Action for People with ASD in Huai'an City (2025-2028), the Implementation Rules of Basic Rehabilitation Services for Disabled Children in Huai'an City, and the Notice on the Settlement of Rehabilitation and Assistance Funds for Disabled Children. With these efforts, this service system features "screening diagnosis—rehabilitation assistance—integrated education—employment support and care—social support."
Huai'an City has paved a road for rehabilitation with service innovation and professional empowerment. This year, it plans to standardize and upgrade 22 rental service points of assistive devices for people with disabilities, including 10 intelligent and 12 non-intelligent ones. There are 11 designated rehabilitation institutions in the city specializing in limb treatment, offering rehabilitation assistance annually to more than 600 children with physical disabilities. These institutions have completed scoliosis screening services for 57,084 first-year junior high school students, established green healthcare access partnerships with 11 public hospitals, and sponsored free customized orthotic devices for economically disadvantaged students. They have also organized provincial training programs on mid-term paraplegic rehabilitation technology and hosted rehabilitation training camps for individuals with limb disabilities.
Huai'an City has fostered social integration. It encourages diverse participation to form a comprehensive growth framework. It has promoted the innovative integration model of "rehabilitation + public welfare." The Municipal Disabled Persons' Federation, in collaboration with Huai'an Charity Federation, launched the "Guardian of the Starry Sky: Care for Autistic Children in Huai'an" project, secured support from the Provincial Welfare Foundation's "Dreaming under the Stars" initiative, and provided rehabilitation subsidies to autistic children. In response to Huai'an's call, various socially responsible enterprises and organizations have generously contributed materials, venues, and services to support children with special needs.
