In recent years, Huai'an has focused on traditional industries such as steel, chemicals, and building materials, as well as energy-intensive sectors. The city has strengthened energy consumption regulation, guiding enterprises to upgrade traditional industries with green technologies, accelerate green technological innovation, and promote the application of advanced green technologies. This effort aims to continuously reduce carbon emissions, enhance efficiency, and develop green productivity comprehensively and throughout all processes.
The Action Plan for Promoting Equipment Upgrades in the Industrial Sector of Huai'an proposes to implement over 100 green transformation projects. By 2027, energy efficiency in key areas of high-energy-consuming industries across the city is expected to reach 100% of the baseline level, with over 30% of production capacity achieving benchmark levels.
While guiding enterprises to strengthen energy conservation and consumption reduction, Huai'an has also continuously enhanced the cultivation of green factories and green parks. To date, the city has established 12 national-level green factories and 43 provincial-level green factories, along with 2 national-level green parks and 6 provincial-level green parks.
In recent years, Huai'an has seized opportunities for comprehensive green transformation and development, focusing on the new energy industry as one of three strategic emerging industrial clusters aimed at generating over RMB 100 billion. The city concentrates on key areas such as photovoltaics, batteries, new energy storage, and wind power, increasing efforts to attract and advance projects. In the first quarter of this year, Huai'an's new energy industry achieved an output value of RMB 12.07 billion, a year-on-year increase of 10.4%. There are 40 new energy projects under construction, with a total planned investment of RMB 58.9 billion, including major projects like Trina Solar's Phase V HJT battery and Hongjun High Energy Technology's smart energy storage batteries, which are being accelerated.
