A pilot initiative in the Huai'an Ecological Cultural Tourism Zone introduced insurance companies to manage risk reduction for 2,687 elevators. This addressed the "blockage" issue between the need for timely repair of faulty elevators and the application for maintenance funds, significantly improving elevator maintenance efficiency.
Huai'an City adheres to the people-centered development philosophy, prioritizing the reliable mobility of its citizens. In the event of an elevator outage, a designated insurance company will arrange for an evaluation by an elevator inspection unit within 24 hours. If general or major repairs are necessary and meet maintenance fund application criteria, the insurance company will pay the repair costs, including the labor cost, to the maintenance unit in advance. Following the completion of repairs and restoration of elevator services, maintenance fund compensation will be processed, comprehensively enhancing maintenance efficiency.
Huai'an City has formulated and announced the recommended prices for elevator components and labor. Insurance companies have established a reserve inventory of commonly used vulnerable parts, such as steel wire ropes and traction sheaves, to address various specifications. This reserve inventory enables immediate availability and replenishment, thereby reducing spare parts procurement times and strongly advancing the standardization and healthy development of the elevator maintenance industry.
A performance evaluation system for daily elevator maintenance has been implemented. Each quarter, insurance companies issue 30 safety risk analysis reports, which are used to evaluate elevator repair safety and prioritize elevators with frequent complaints. This provides precise guidance for eliminating risks and supporting administrative enforcement, thus mitigating systemic safety concerns.
