Huai'an Strengthens Food Security with Multiple Financial Measures

This year, Huai'an City's financial department has concentrated on ensuring the stable production and supply of grain. By implementing a range of measures, such as diligently advancing drought resistance efforts for wheat, enhancing the precision of subsidies benefiting both the public and farmers, and improving meteorological services to support high-quality economic development, the city is steadfastly upholding its crucial role in safeguarding food security.

First, the city has been organizing the timely distribution of agricultural subsidies to strengthen the machinery support for the summer grain harvest. To effectively manage the implementation of agricultural machinery purchase subsidies, fully leverage policy benefits, and promote the high-quality and efficient mechanization of agriculture, up to now, the city has distributed subsidies for agricultural machinery purchases and usage to 2,976 recipients through the "one-card" system, involving a total of RMB 45,640,400. This initiative has been instrumental in supporting food security, ensuring the supply of key agricultural products, and increasing farmers' incomes.

Second, the city has been focusing on the allocation of funds to ensure that drought relief measures are effective. In order to seize the key window and ensure that drought mitigation measures are effectively implemented in the current wheat production, the city allocated RMB 14.17 million in emergency relief funds for the production of grain and key agricultural products. Additionally, the city has provided subsidies for the procurement of emergency drought relief facilities and equipment, along with organized guidance for the application of agricultural production technology. These actions aim to minimize the impact and losses caused by drought.

Third, the city has been strengthening project management and constantly coordinating and optimizing meteorological expenditures. It has increased investment in four foundational projects, including the "Meteorological Comprehensive Support Capacity Improvement Project under the 14th Five-Year Plan", totaling RMB 7,739,700. Furthermore, it has allocated RMB 7,056,700 of personnel funds for the Municipal Meteorological Bureau in 2025. These investments ensure the modernization of meteorological services in Huai'an, reinforcing the city's first line of defense against meteorological disasters.
