In order to deepen the work of caring for left-behind children and those in difficult situations, the Huai'an Women's Federation actively responded to the call of the All-China Women's Federation and the Provincial Women's Federation, and jointly issued the Three-Year Work Plan for Deepening Caring Mother Pairing Care for Left-Behind Children and Those in Difficult Situations in Huai'an City with eight departments including the Municipal Party Committee's Social Work Department and the Municipal Court. At the same time, the Management Measures for Caring Mother Teams (Trial) was issued, and a project book on caring information and basic information of paired children was formulated, taking the lead in recruiting "caring mothers" from eight departments.

At present, the city has recruited 1,767 "caring mothers" and carried out more than 350 care services such as family education guidance, life care, and growth planning, covering 6,635 left-behind children and those in difficult situations. The Municipal Women's Federation focuses on assistance policies, communication skills, care methods and other contents through online and offline special training, seminars and exchanges to improve the service capabilities of "caring mothers". In terms of service model, the "6+N" care service is implemented, focusing on six aspects: ideological guidance, life care, warm companionship, safety protection, family education guidance, and psychological counseling. Personalized services such as employment and entrepreneurship guidance and art education are provided according to individual needs.

In addition, the Municipal Women's Federation has jointly carried out special activities with multiple departments such as the "Free-Range Chicken Adoption Program" to provide "one egg a day" nutritional assistance for 145 left-behind children and those in difficult situations in 9 boarding schools, created caring brands such as "Sharing Sunshine, Spreading Love" to provide precise services including mental health and girl protection, and linked social resources to carry out activities such as intangible cultural heritage handicraft painting, visiting science and technology museums, and watching films with revolutionary theme.
