Huai'an City is actively implementing the Agricultural and Rural Investment Deepening Year initiative, accelerating the establishment of a new system for agricultural investment that features "city-county collaboration, county-district coordination, resource integration, and focused support". A comprehensive work mechanism has been established, which includes monthly scheduling, bi-monthly coordination meetings, quarterly promotions, semi-annual research, and annual evaluations. The approach emphasizes attracting investment through business, aligning with enterprises' needs for smart upgrades, industrial layout, and industry collaboration. This involves researching and determining a directory of upstream and downstream supporting enterprises and customizing "one-on-one" investment attraction plans for businesses, focusing on strengthening the chain, supplementing the chain, and extending the chain. The city deeply embodies the philosophy of "doing better than speaking and providing services ahead of demand", reinforcing a full life-cycle management service mechanism for projects, from resource assurance to construction and operation. It actively builds platforms for technology, industry, and financial connections, streamlines policies and measures to support industrial development, and ensures that policies are accurately delivered, transforming "enterprises seeking policies" into "policies seeking enterprises".

In the first quarter, the city launched 27 major agricultural projects with a planned total investment of RMB 4.35 billion, including one project over RMB 500 million and two projects over RMB 1 billion. Additionally, 20 major agricultural projects were completed, with a total investment of RMB 3.25 billion. In the same quarter, 637 enterprises above the designated size in the agricultural product processing industry achieved revenue of RMB 29.4 billion, with 77 new enterprises above the designated size added.
