Recently, Huai'an City has announced six incentive measures to inject strong momentum into the tourism market by utilizing substantial financial investments to support traditional business upgrades, facilitate the integration and development of emerging industries, bolster the innovative growth of market entities, enhance tourism marketing and promotion, offer rewards for tourist attraction campaigns, and strengthen talent recruitment and development.

These measures clearly specify the promotion of evaluations for tourist resorts, tourist attractions, star-rated hotels (or travel agencies), and key rural tourism towns (villages), offering rewards of up to RMB 2 million. Entities achieving recognition in categories such as national and provincial red tourism, cultural tourism industry, cultural tourism consumption demonstration, leisure tourism, or graded B&Bs will be granted rewards of up to RMB 1 million based on the type of recognition. Rewards will be provided for new tourism products, innovative business formats, novel scenarios, and new commodities. Based on factors such as innovation, demonstration effect, and social benefits, rewards of up to RMB 500,000 will be granted. Those achieving accolades in provincial or higher-level tourism commodity competitions will receive rewards of up to RMB 100,000. Cultural and tourism enterprises and institutions will be eligible for a subsidy of up to 30% for cultural and tourism publicity projects with budgets of RMB 200,000 or more, including participation in provincial-level joint advertising campaigns. Additionally, new media industry organizations or individuals achieving 5 million views on a single piece of cultural and tourism promotional content will receive a subsidy of RMB 5,000. Rewards will be provided to travel agencies and study tour bases that demonstrate significant success in attracting domestic and international tourists, as well as to tourism enterprises operating inside and outside the city that achieve notable results by establishing Huai'an Tourism Promotion Centers in other locations. Relevant support and service guarantees will be offered to talent recognized under the city's "Huaishang Talent Program." A one-time reward of up to RMB 30,000 will be granted to national and provincial-level "Gold Medal Tour Guides," "Five-Star Guides," and "Gold Medal Guides" who have worked in Huai'an tourism for at least one year.
