Huai'an City Completed Eliminating Safety Hazards in Existing Buildings (Self-built Housing)

Since the launch of the three-year special campaign to cope with safety hazards in existing buildings, or self-built housing, Huai'an City has completed eliminating hidden dangers in 9,373 units of self-built housing, 3,868 existing buildings, and 41 public buildings. It has orderly eliminated the existing hidden hazards and safety risks.

During the hidden danger investigation and determination, the tripartite responsibilities of house property owners (users), local governments, and industry authorities were comprehensively consolidated. A professional team of more than 9,000 investigators, technicians, and managers, as well as appraisal expert groups, was formed to carry out dragnet-style and carpet-style investigations throughout the city, filing and registering the real estate one by one. A total of 1.9399 million units of self-built housing and 854,300 existing buildings were investigated. The preliminary judgment of hidden danger buildings was accurately included in the "one building, one file" management, providing a roadmap for classification and remediation.

In the process of hidden danger control and rectification, Huai'an City insisted on "one building, one policy" for precise treatment. For Class C dangerous houses, strict reinforcement, maintenance, and decommissioning measures were implemented. For Class D dangerous houses, people were cleared out, the sites were closed, warning signs were set up, and rectification was required within a time limit. Counties and districts have adapted to local conditions and achieved significant results through innovative crisis resolution strategies: Huai'an District implemented measures such as financial subsidies and the replacement of existing housing (or pre-sale housing) to address the issue; Qingjiangpu District leveraged housing voucher resettlement to secure 300 housing units, efficiently completing the rectification of hazardous buildings, including the dormitories of No. 3 Construction Company; Huaiyin District accelerated the resolution of Class D dangerous housing through initiatives such as advance expropriation and evidence preservation, creating a replicable template for local implementation. In addition, the city conducted a "review-style" inspection on 549,000 housing units. By utilizing national and provincial information platforms, offline and online data comparisons were implemented, along with a comprehensive dragnet-style inspection across the entire area, ensuring that all hidden dangers were completely addressed and eliminated.
