Huai'an City Continues to Promote High-Quality Development of Tourism

Recently, to drive sustained high-quality growth in the tourism sector, Huai'an City convened a city-wide conference on the high-quality development of tourism and issued the Three-Year Action Plan for the High-Quality Development of Huai'an's Tourism Industry (2025-2027). Through the implementation of six key initiatives, the city aims to receive over 70 million domestic and international tourists by 2027, bringing the comprehensive tourism revenue to over RMB 75 billion.

First, the city will implement a comprehensive coordination initiative. It aims to establish a layout featuring "one city, one corridor, two parks, and two areas", foster integration between tourism and various industries, and create new scenarios of integrated consumption, such as the "ticket stub economy." Second, the city will implement a quality improvement initiative. It will strive to establish a national 5A-level tourist attraction and three 4A-level tourist attractions while adding no fewer than three new hotels rated four stars or above to its accommodation offerings. Third, the city will implement a business model innovation initiative. It will integrate and innovate seven major tourism business models, including red tourism, rural tourism, educational tourism, cultural tourism, performing arts tourism, health and wellness tourism, and sports tourism. Through this initiative, the city seeks to promote synergy across all business sectors. Fourth, the city will implement a consumption promotion initiative. It plans to boost the "night economy" and develop secondary consumption projects such as low-altitude flights and water-based entertainment. It will also advance the development of Huaiyang cuisine towards gourmet appreciation, smaller portions, and chain operations while fostering a "tourism trunk economy." Fifth, the city will implement a marketing and promotion initiative. It will increase information dissemination to promote famous chefs, restaurants, and culinary products as part of its featured dining experience offerings, as well as small, exquisite, and unique performance projects. It will also launch tourist attraction incentive funds to guide cultural and tourism enterprises in precisely targeting their markets, and encourage collaborations between popular attractions and well-known IPs in marketing. Sixth, the city will implement an environmental optimization initiative. It aims to simultaneously optimize its cultural and ecological landscape, urban appearance, and tourism market environment. It will promote products and services featuring the "pay-after-use" and "pay-after-travel" models, as well as deposit reduction and exemption. It will also strictly investigate illegal taxis, illegal guides, and false advertising to maintain order in the tourism market.
