In late April this year, Huai'an City actively responded to the high temperature and drought situation, coordinated resources from all parties, implemented scientific and precise policies, strengthened linkage and cooperation, and made every effort to do a good job in disaster prevention and mitigation to ensure food security.
The first is to make good use of disaster relief funds in a coordinated manner. The city has coordinated RMB 30.347 million in funds for food production and disaster relief, purchased 686 sprinkler irrigation machines of various types, and purchased and distributed foliar fertilizers and growth regulators for an area of 11.932 million mu. As of May 5, foliar fertilizers and growth regulators for an area of 9.686 million mu have been sprayed, achieving full coverage of foliar fertilizers twice.
The second is to implement precise and scientific sprinkler irrigation. The city formulated drought relief plans and released technical guidance videos. It organized 53 paired assistance guidance groups, 1,080 town and street cadres and agricultural technicians to go to the site to guide farmers in sprinkler irrigation and water replenishment, and formed 82 professional agricultural machinery service teams to carry out emergency sprinkler irrigation operations. As of May 5, 1,386 sets of various drought-relief machinery have been put into use, with a total sprinkler irrigation area of 2.112 million mu.
The third is to work together to build a defense line. The city built a linkage and cooperation mechanism with four levels of linkage between cities, counties, towns and villages and rapid response from relevant departments. According to the water demand sorted out and released by the agricultural and rural affairs departments, the water conservancy department coordinated irrigation water sources, reservoirs in Jinhu, Xuyi and other places released water in time, the meteorological department carried out artificial rainfall in a timely manner, and the urban management and fire departments urgently deployed sprinkler trucks, spray trucks, mist cannon trucks and fire trucks to deliver water to fight drought. As of May 5, the drought in the city has been basically lifted.
