Huai'an has the leading annual production capacity of 5.5 million tons of salt, 3 million tons of anhydrous sodium sulfate, 2.2 million tons of soda ash, and 600000 tons of caustic soda annually. Huai'an City will build on its existing industrial foundation, consolidate and refine its sectors, and facilitate the expansion and growth of existing enterprises. It will also accelerate the attraction of upstream and downstream projects, extend the industrial chain, and strive to foster an endogenous cycle in the new chemical materials industry. In the field of functional new materials, the city will focus on three key areas: polyurethane, resin and new materials, and fine chemicals. In the field of fluorine-silicon new materials, the city aims to attract projects of fluorine-containing fine chemicals with high added value and create an integrated industrial chain that starts with hydrofluoric acid and extends downstream to fluoropolymers and fluorine-containing fine chemicals. The city will also prioritize attracting enterprises specializing in specialty silanes, silicone rubber, silicone oils, as well as specialized and innovative enterprises producing high-value-added products. In the field of electronic chemicals, the city will accelerate efforts centered around lithium battery electrolyte materials, especially the attraction of solvent and solute product projects, forming an industrial cluster for electrolyte materials and a distinctive industrial cluster for lithium battery materials. In the field of electronic specialty gases and process chemicals, the city will attract projects centered on electronic-grade etching and ion implantation gases, such as chlorine, hydrogen, ammonia, helium, and hydrogen chloride, and expand the range of electronic specialty gases. It will also promote the projects of high-purity hydrogen peroxide, ammonia water, hydrochloric acid, and other process chemicals to diversify this category. In the field of new pharmaceuticals, the city will focus on high-value-added, low-side-effect targeted biopharmaceuticals for tumors, cardiovascular and cerebrovascular diseases, and neurological diseases, as well as key future genetic engineering drugs. In terms of green pesticides, the city will focus on attracting high-end pesticide additive R&D and production enterprises. It will guide enterprises to strengthen the R&D of biological pesticide products, extend formulations such as slow-release, granule, and water-based products, diversify high-efficiency, low-toxicity, and low-residue varieties, and achieve fine quality.
