Huai'an City Adheres to Drawing a "Roadmap" for Building a Harmonious and Beautiful Countryside

This year, Huai'an City has actively established a rural planning system encompassing township-village layout planning, district planning, village planning, and village design.

First, Huai'an City has made an overall plan. The Huanghuatang Area has connected four development units spanning fifty kilometers under the Rural Revitalization proposal. It drives the village development with "15-kilometer gallery and 114-kilometer circular roads." The Yunnan Area has built an ecological gallery and three development units, promoting the deep integration of the Grand Canal's 50-kilometer ecological gallery with beautiful villages, agriculture, culture, and tourism. The Baimahu Area has established a multi-dimensional layout featuring "One Center + One Gallery + One Ring + One Belt + Four Development Units," highlighting the characteristics of water towns along the Yangtze River and the Huaihe River.

Second, the village design has been improved. Huai'an City has worked to refine the service mechanism for planners going to the countryside by implementing an integrated "whole-chain" service covering planning, design, construction, and operations. It has also combined the ideas of officials in towns and villages and suggestions from the people with village design and project formulation, ensuring both the practical feasibility of rural planning and broad public acceptance. As of the end of March, the city has assigned one planner to each of the 45 designated villages across three provincial zones.

Third, Huai'an has formulated projects using scientific methods. Huai'an City has also scientifically categorized villages into the development-oriented, the general, and those for relocation or merger. On this basis, it has carried out targeted rural development and project planning following local conditions. This year, Huai'an has coordinated 88 projects in three provincial zones with an aggregate investment of RMB 650 million, of which infrastructure and public service projects account for more than 70%.
