Water resources play a crucial role in supporting economic and social development. In recent years, the water conservancy department of Huai'an City has enhanced the management and protection of water resources, optimized their allocation, and promoted green development.
Significant progress has been made in reform and innovation. The Huai'an Water Conservancy Bureau has introduced a "multi-evaluation integration" mechanism for water-related approvals. This initiative has decreased the preparation time for administrative approvals by 30%, shortened the time needed for preparing approval work reports by 10%, cut costs by 20%, and reduced the number of expert reviews required to just one, ultimately saving more than 50% in expenses.
The Bureau has actively pursued the development of mechanisms such as water resources equity financing and credit management. In collaboration with the Municipal Finance Bureau and the Huai'an Branch of the People's Bank of China, the Bureau has jointly promoted the "Water Rights Loan" as a green financial service, issuing a total of RMB 53.3 million in loans. It has also explored and deepened the reform of "delegating power, improving regulation, and upgrading services" to efficiently facilitate the approval of river-related construction projects. The Bureau has focused on key areas and critical points in the approval process for water-related projects, implementing the service mechanism characterized by extremely simple application, rapid approval, and excellent service. Additionally, it has successfully promoted the establishment of a dedicated management agency for small reservoirs in Xuyi County, further clarifying the relationships among reservoir property rights, management rights, and operating rights.
In 2025, the Municipal Water Conservancy Bureau will continue to enhance the construction and management of water source projects, improve the water supply network system, and strengthen the capacity to ensure a reliable water supply. In response to the issue of inadequate rural water supply infrastructure, the Bureau plans to invest RMB 780 million to implement 5 rural water supply enhancement projects. This initiative will include the upgrade and transformation of 100 kilometers of pipelines, with the goal of continually improving the capacity to ensure a reliable rural water supply. Meanwhile, it will also enhance the modernization of large and medium-sized irrigation areas and improve their irrigation and drainage capabilities.
