Huai'an City has attached great importance to the development of cross-border e-commerce. It has clarified the leading departments, determined the division of responsibilities, and regularly holds special work promotion meetings to attract and help settle down cross-border e-commerce companies. Highlighting the development of the "cross-border e-commerce + industrial belt," the city strives to promote made-in-Huai'an products to go global. In accordance with the work arrangements of the CPC Huai'an Municipal Committee and Huai'an Municipal People's Government, Huai'an City has effectively and orderly promoted various tasks related to the development of cross-border e-commerce. In addition, it has further optimized the supervision model of cross-border e-commerce export overseas warehouses and canceled the registration procedures for cross-border e-commerce export overseas warehouse enterprises. Huai'an City has also simplified the declaration procedures for export documents and continued to promote the reform of cross-border e-commerce retail exports (the "9610" model) across customs areas. It tries to improve the customs clearance experience for enterprises and consumers and cultivate new momentum for industrial growth by comprehensively promoting intelligent measures such as the application of barcodes for cross-border e-commerce retail imported goods, pilot electronic payment of retail import taxes, and online verification of "orderer identity information."
Moreover, Huai'an City has held more than ten special lectures on cross-border e-commerce policies in various counties and districts, providing one-on-one services throughout the process around enterprise filing, account book establishment, goods declaration, goods inspection, tax guarantee, quality risk warning, etc., to guide traditional foreign trade enterprises to transform into cross-border e-commerce. The city strictly prevents and controls false trade in cross-border e-commerce, strengthens inter-departmental linkage, shares regulatory data, and enhances the risk prevention and control capabilities of cross-border e-commerce. Efforts have been taken to carry out business guidance on customs intellectual property policies and guide enterprises to accelerate the cultivation of their brands.
