Huai'an City Drives Efficiency in Water Conservancy with Five Innovative Measures

This year, Huai'an City has introduced five innovative measures to significantly enhance the efficiency and effectiveness of its water conservancy sector.

First, the city is promoting the construction of key projects. The city has prioritized 54 water conservancy projects across three categories—livelihood, industry, and well-being—comprising 13 subcategories. These include 22 ongoing projects and 32 new initiatives, with an annual investment target of RMB 6.213 billion.

Second, the city is improving its flood control and drought relief systems. By enhancing its engineering, dispatching, early warning, emergency response, and command coordination systems, initiating pre-flood inspections, and expediting urban flood-resilience projects, the city aims to ensure that projects under construction are equipped with drainage functionality for the flood season.

Third, the city is making efforts to facilitate rural revitalization. Aligned with rural revitalization and eco-agriculture initiatives, the city is bridging critical gaps in infrastructure. Plans include constructing 430 kilometers of rural ecological waterways, continuing the effort to upgrade irrigation systems in Yunxi and Linhu, and implementing five rural water supply projects with 100 kilometers of pipeline upgrades.

Fourth, the city is advancing the governance and protection of rivers and lakes. Leveraging the "River/Lake Chief" system, the city aims to establish over 40 "model rivers and lakes" this year. The restoration of Hongze Lake remains a priority, with 62,600 mu (about 41.73 square kilometers) of reclaimed land slated for return to the lake as planned.

Fifth, the city is optimizing the project service mechanism. In addition to refining seven administrative mechanisms, including dedicated support for major projects and multi-evaluation integration, the city has introduced a "project + oversight" model to monitor corruption-prone phases.
