Huai'an City Strengthens Fishing Ban Enforcement with Multiple Measures

Huai'an City has entered its annual fishing ban period, effective from March 1 to May 31 (extended to June 30 for White Horse Lake and the master stream of the Huai River).

The city has launched extensive public awareness campaigns to promote compliance with fishing ban regulations, including door-to-door visits, posting notices, distributing informational materials, hanging banners, and sending mass text messages. Additionally, a reward-based reporting system has been established to encourage public participation in monitoring illegal fishing activities. Since the start of the ban, 127 banners have been displayed, nearly 3,800 pieces of promotional material have been distributed, and three valid reports have been effectively addressed at the municipal level.

Besides, the city has launched technology-driven precision enforcement by adopting a comprehensive "land-water-air" patrol system that integrates law enforcement vehicles, patrol boats, and drones. This system focuses on high-risk periods such as late-night hours and holidays, combining routine inspections with targeted crackdowns. Since the fishing ban began, the city has conducted 146 patrols, mobilizing 472 law enforcement officers. A total of 238 illegal fishing nets have been confiscated, and seven cases have been investigated.

Moreover, the city has started collaborative governance and regular monitoring. Through intensified joint law enforcement patrols, the city conducted multi-dimensional dragnets across all water bodies, targeting illegal fishing, unauthorized angling, unlicensed passenger transport, and unregistered vessel operations. By strengthening interdepartmental and regional cooperation, as well as integrating human and technological surveillance, the city has achieved seamless information sharing and effective coordination between administrative and criminal enforcement.
