Since the beginning of this year, Huai'an City has made improving environmental quality a top priority in its ecological construction efforts, concentrating on "three key areas" and launching the "Strive for Excellence in the First Quarter" initiative to protect its clear blue skies. As of March 17, the city's PM2.5 concentration stood at 56.1 micrograms per cubic meter, marking a 9.2% improvement year-on-year. The proportion of days with excellent or good air quality reached 72.4%, up by 1 percentage point year-on-year.
First, Huai'an City carried out in-depth management of key pollutants. The city has been continuously advancing the "Five-Source Co-Governance" initiative, targeting mobile, industrial, dust, domestic, and combustion sources. Efforts have been intensified in initiatives such as "Three-Source Dust Control," "Clean City," and "Roads to Their Original State." A specialized "48-Hour and 12-Day" air quality improvement campaign has been implemented to significantly reduce PM2.5 concentrations.
Second, Huai'an City conducted comprehensive governance of key industries. With a focus on source control, the city has accelerated the upgrading of inefficient VOCS treatment facilities, promoted source substitution in the automotive repair industry, and advanced ultra-low emission upgrades in sectors like cement and coking. It has also deepened its "Friendly Emission Reduction" strategy, enforcing dual controls on emission concentrations and total volumes for key air-polluting enterprises.
Third, Huai'an implemented targeted governance of key periods. The city has refined its response mechanisms for heavily polluted weather and sustained its autumn and winter air pollution prevention campaigns. Strict controls have been placed on firecracker use, ritual incense burning, and open burning. Enhanced law enforcement inspections have been conducted in key areas and among major air-polluting enterprises. During the Spring Festival, the city reduced PM2.5 concentrations by 34.9% year-on-year, with no occurrence of heavily polluted days.
