Recent years have witnessed Huai'an City's efforts to promote high-standard cropland building to consolidate the "cultivation" foundation for grain production and to transform "grain fields" into "fertile croplands."
First, with scientific planning, Huai'an has improved the construction level. Huai'an City has formulated the High-standard Cropland Construction Plan (2021-2030) of Huai'an City to guide large-scale development and contiguous governance according to local conditions. By the end of February 2025, 5.76 million mu of high-standard croplands had been built, including 5.15 million mu of permanent basic croplands, accounting for 86.4% of the city's total.
Second, Huai'an strives to increase production and efficiency while conserving the ecosystem. Through high-standard cropland construction, large-scale and mechanized production in the project area has been improved. In addition, the supporting irrigation and drainage facilities have been enhanced. The accessibility rate of field roads has exceeded 90%, the average water-saving rate is nearly 10% per mu, and the average grain production capacity has increased by more than 50kg per mu. Following the project's progress, the recycling of cropland water is facilitated to promote the development of green ecological agriculture.
Third, Huai'an strengthens construction management to ensure project quality. It has issued the Implementation Plan for Management and Protection of Cropland Infrastructure Projects in Huai'an City to clarify the responsibility objectives of project management and protection. Besides, Huai'an has innovated the market-oriented management and protection model of high-standard croplands. It has also been exploring liability insurance for potential defects in the quality of completed projects. Huai'an has established a supervision system with supervisors consisting of old officials, experts, teachers, soldiers, and models and built a mechanism for co-construction and co-management by beneficiaries.
