In 2025, for sports club building and promotion, Huai'an City will closely focus on the target of "building a higher-level public service system for national fitness." It will continue to build the "Joyful Huai'an" event brand," highlighting standardized club management, event activity branding, and diversified participants and fitness guidance. Huai'an City will also give full play to social sports organizations in providing sports services, helping improve people's livelihood, and innovating social governance.

This year, Huai'an City will recognize and approve all sports clubs that are qualified to achieve full coverage of A-level clubs and upgrade the 3A-level ones. It will hold major events with many participants, wide coverage, and high popularity, such as the municipal basketball super league, the municipal football league, the municipal volleyball workers' league, and the municipal badminton league. Moreover, "street events," such as street dance, skateboarding, and roller skating, will be promoted in business districts and communities, thus expanding the influence and popularity of sports clubs and creating new scenarios for national fitness. Huai'an will extend social sports organizations to towns (sub-districts) and villages (communities), encourage the participation of community volunteer service activities, and fully exploit the multiple effects of social sports organizations in participating in social governance, assisting competitive sports, and promoting industrial integration. Based on "micro-community sports clubs," Huai'an will give full play to the leading role of social sports instructors at all levels to organize and carry out services such as fitness guidance, knowledge lectures, and health promotion through exercise.
