High-Quality and Efficient Agriculture in Huai'an Consolidates the "Ballast Stone" for Rural Revitalization

In 2024, Huai'an City strictly guarded the red line of protection of cultivated land. Among the permanent basic farmland, the construction rate of high-standard farmland reached 86.4%. The grain sowing area remained stable at about 680,000 ha, and the total production has exceeded 4.8 million tons for 8 consecutive years. A coordinated approach was taken to strengthen the construction of vegetable and fruit facility bases and livestock and aquaculture production. The facility rates for vegetable farming and fisheries were raised to 50% and 59% respectively, and the large-scale livestock farming rate was increased to 84%. 

Huai'an City focused its efforts on promoting the development of five characteristic industrial clusters and eight comprehensive industry chains, with the output value exceeding RMB 100 billion. The cultivation area and production of crayfish rank first in the Jiangsu province. The brand value of "Xuyi Crayfish" has topped the list of the national geographical indication regional brands in the aquaculture for 9 consecutive years, and "Xuyi No.1" has been approved as the first new crayfish species in China. Nearly 15,113 ha high-quality rice core bases have been built, with a large-scale seedling area exceeding approximately 66,667 ha. The comprehensive mechanization rate of crop cultivation and harvesting has reached 90%, and the specialized agricultural mechanization level has reached 72%.

Huai'an City has also taken the lead in issuing the municipal implementation opinions on promoting ecological agriculture development throughout the province. In accordance with the principle of "replicable, propagable, sustainable and efficient", it has achieved remarkable results in promoting the construction of 16 ecological agriculture pilot units, explored three main models: non-direct discharge of farmland return water and nutrient reutilization, fishery tailwater treatment and recycling, livestock and poultry manure system governance and resource utilization and built a high-standard farmland return water reutilization project covering an area of 20,000 ha. It has also built nearly 2,467 ha of pond standardization transformation and fishery tailwater purification and utilization bases and almost 11,507 ha of manure disposal bases, with the proportion of green and high-quality agricultural products reaching 82%. In doing so, positive progress has been made in pilot work such as environmental pollution reduction and carbon sink accounting.
