Since 2024, Huai'an City has taken solid measures concerning maternity insurance, fully adhering to national, provincial, and municipal policies aimed at optimizing fertility. It has expanded the coverage of maternity insurance and strengthened policy guarantees in this regard. In 2024, Huai'an City has paid childbirth allowances and one-off nutrition subsidies for a total of 15,483 households, making contributions to the long-term balanced development of the population.

On July 1, 2024, 13 assisted reproduction medical services such as "embryo culture" and the intraspinal labor analgesia service was included within the payment scope of the basic medical insurance. In 2024, this policy brought benefits to 2,921 people in Huai'an City, with RMB 5.27 million paid through the basic medical insurance fund. Since 2024, Huai'an City has been actively promoting the implementation of new policies while ensuring the benefits of traditional maternity insurance policies. At the same time, restrictive conditions for applying for maternity insurance shall be removed in time so that insured individuals do not need to provide materials such as marriage certificates and birth approval certificates while enjoying childbirth benefits. The birth policy of extending maternity leave days is implemented to provide support for the families with a newborn baby. For couples who meet the requirements, the maternity leave days are extended to 158 days, and men can enjoy 15 days of paternity leave. Unemployed female employees who give birth or plan to give birth after March 1, 2024 can enjoy maternity allowances and subsidies in addition to the medical expenses for childbirth and one-off nutrition subsidies, which can significantly reduce the burden of medical treatment.

The municipal medical insurance center has vigorously improved public medical insurance services on fertility. At present, 34 medical insurance services in Huai'an City have been handled online. In 2024, Huai'an City has accepted 1,227 online applications for childbirth reimbursement, with a completion rate of 100%, continuously improving the happiness and satisfaction of insured individuals.
