In 2024, Huai'an City completed a total water conservancy investment of RMB 7.371 billion, with funding secured amounting to RMB 5.761 billion. Among these, the second phase of the Huaihe River Seaward Channel project achieved an annual investment of RMB 3.38 billion, the recent construction of flood retention areas around Hongze Lake saw an annual investment of RMB 302 million, and the reinforcement project for the North Jiangsu Irrigation Main Canal completed an annual investment of RMB 213 million.
While accelerating project construction, the Municipal Water Resources Bureau focuses on securing project funding. It has comprehensively planned the water conservancy construction goals for the 15th Five-Year Plan, reserving projects related to Huaihe River governance, national and provincial special plans, urban flood control, water resource allocation, water ecological management, water resource protection, and rural water conservancy. The total investment in reserved water conservancy projects in the city is expected to reach RMB 76.8 billion. By the end of December 2024, it had secured a total of RMB 7.691 billion in funding from higher authorities.
Additionally, Huai'an City continuously enhances its water security capabilities, vigorously implements flood control and drought relief engineering projects, and improves disaster prevention and reduction capabilities to ensure local safety. In 2024, the city initiated 15 "No Flooding" urban construction projects, with 7 completed to date; 3 projects passed water acceptance tests and are capable of drainage; all other ongoing projects progress on schedule, achieving an annual investment completion rate of 108%.
During the 2024 flood season, Huai'an City launched flood emergency responses 11 times, organizing both city and county levels to revise 60 flood emergency plans and 11 flood and water quantity dispatching schemes. They conducted spot checks on the conditions of key flood-prone areas, including riverbanks, lakes, and reservoirs. The city improved and perfected the flood patrol and hazard inspection mechanism with 63 measures in place. A total of 427 emergency response teams, comprising 10,766 personnel, were mobilized to effectively respond to 8 rounds of heavy rainfall and 3 typhoons, successfully defending against Huaihe River Flood No. 1.
