Huai'an currently has 110,000 registered persons with disabilities, of whom 52,000 are of working age. By the end of 2024, 30,367 people with disabilities were employed, resulting in an employment rate of 58.31%, with a net increase of 13.93 percentage points over two years.
The city has actively implemented special employment assistance activities, such as the "Spring Breeze Action" and "Set Sail in May, 'Jobs' Await You", hosting 36 specialized job fairs in 2024. At the same time, through policies such as reductions in disability employment protection fees and value-added tax rebates, the city guides enterprises to hire and accommodate people with disabilities. It has streamlined 2 application procedures and utilized government big data technology to break down data barriers among various departments, including Disabled Persons' Federation, the Human Resources Bureau, Medical Insurance Bureau, Taxation Bureau, Veterans Affairs Bureau, and Administration for Market Regulation. This has eliminated departmental silos, allowing for cross-province processing of annual employment reviews for people with disabilities and greatly facilitating the recruitment of disabled employees by employers located in different regions.
In 2024, Huai'an offered 78 vocational skill training classes for people with disabilities, training 1,712 individuals and providing them with opportunities for skill learning and integrated employment. The city promoted collaborative models for assistance projects, leveraging the advantages of state-owned enterprises, educational institutions, and research institutes to broaden the supply channels for high-quality employment training services for people with disabilities. By integrating intangible cultural heritage with skill training, it offered opportunities for disabled individuals to learn about and practice traditional crafts, effectively enhancing their employment skills and creating more possibilities for their employment. To meet the needs of the evolving job market, practical skill training courses in areas such as coffee making, car washing, new media operations, housekeeping, baking, and express delivery were provided for people with disabilities, further expanding their employment channels and enhancing their vocational skills, employment abilities, and entrepreneurial capacity.
