Huai'an City makes the most of the prime winter period for water conservancy projects, accelerating the construction progress of flood retention areas around Hongze Lake. Currently, there are 17 construction sections for recent projects in these areas, with efforts fully focused on speeding up progress. Among them, 9 sections comprising 40 building projects and 41.26 kilometers of flood control roads have completed construction tasks and passed final inspections. In 2024, the total annual investment reached RMB 302 million, with a cumulative investment of RMB 1.277 billion.

The progress has been accelerated. Seizing the winter repair period, Huai'an City has fully opened the work fronts, deploying sufficient personnel and machinery to advance construction during this prime time. Detailed planning and scheduling have been implemented, with reverse timelines established, group parallel operations organized, and strict adherence to execution to ensure daily progress aligns with monthly goals.

The quality has been strictly controlled. First, the city has strengthened control over the construction processes, aiming to implement higher standards as a principle, requiring strict oversight of construction quality, raising the standards, and resolutely eliminating any substandard products. Second, it has enhanced quality assessments and inspections and employed methods of "not issuing written notifications, not reminding the local government, not receiving any report, and not being accompanied by local officials, but directly inspecting the localities and spots" and "randomly selecting inspection targets and randomly assigning enforcement inspectors, with the results of the inspections and any actions taken made promptly public to society" to intensify oversight of construction quality, organizing quality spot checks to create a high-pressure regulatory environment for quality control.

Close attention has been paid to safety. The city has adhered to the principle of "safety first, prevention foremost, constant vigilance, and persistent effort". A comprehensive safety production management system has been established, with responsibilities meticulously enforced at all levels. Focused and effective safety education has been conducted, with strict pre-job and pre-work training implemented. Both risk control and hidden danger investigations have been prioritized, with careful identification of hazards and the implementation of control measures for each identified risk.
