10,000 Proxy Parents in Huai'an City Care for the Healthy Growth of Children in Difficult Situations

Since 2015, the Next Generation Working Committee of Huai'an City has mobilized 10,000 "five veteran group members" to serve as proxy parents for at-risk children. These proxy parents have become an important force in caring for at-risk children in Huai'an and a key focus of grassroots work by the Committee.

In 2023, Huai'an City issued the Guiding Opinions on Further Strengthening Proxy Parent Work, which clearly requires local areas to improve systems and mechanisms and develop practical measures. The Huaiyin District Committee has issued documents stipulating that proxy parents must receive training at least twice a year. The Xuyi County Committee has established detailed work systems for proxy parents. The Huai'an District Committee requires proxy parents to "enhance the identification of households, understand individuals, and know the circumstances". The Jinhu County Committee has innovated work platforms such as "Open Days", "Joint Work Days", "Training Days", "Exchange Days", and "Care Days" for proxy parents. The Huai'an Industrial Park Committee promotes the "Three Definitions", "Three Combinations", and "Three Ones" work models. The Huai'an Ecological Cultural Tourism Zone Committee has signed cooperative assistance agreements with various units and social organizations.

In recent years, the next generation working committees at all levels in the city have established a "talent pool" for proxy parents, timely adjusting those deemed unsuitable. Adhering to the principles of "local adaptation, mutual consent, individual variation, and proximity", they have generally built a team of proxy parents with good moral character, love, patience, and capability. Additionally, they have played a typical demonstration role, with county (district) and town (sub-district) committees increasing publicity efforts to let exemplary experience flourish and yield results.
