In recent years, Huai'an City has focused on ensuring and improving people's livelihoods while promoting development. It has efficiently advanced practical projects related to people's livelihoods and optimized public service levels to better satisfy the aspirations of residents for a better life.
Employment and entrepreneurship initiatives have been enhanced and expanded, fully leveraging major projects to promote job creation. Efforts have been made to establish a good pattern of high-quality, full employment and high-level, safe entrepreneurship, while promoting the establishment of the "24365" employment guarantee mechanism in Huai'an. This approach aims to attract outstanding talent to come to, return to, and stay in Huai'an for entrepreneurship and employment. Special emphasis has been placed on retaining college graduates in Huai'an, with innovative efforts to form an "Advanced Manufacturing" Employment Service Alliance.
Basic public services have continued to improve, led by the revitalization of county-level regular high schools. The city has deepened comprehensive reforms in the education sector, promoting the balanced development of quality basic education. The admission rate for first-tier universities among 14 key high schools has increased by 5.5%, breaking the previous dominance of a few schools in admissions to Tsinghua University or Peking University. The "Healthy Huai'an" initiative has been vigorously promoted, enhancing the upward mobility and grassroots integration of quality medical resources in the city. The enrollment rate for long-term care insurance among employees under medical insurance has reached 100%, and significant achievements have been made in the construction of pilot cities for national tightly-knit medical groups.
The social security system has become increasingly sound, with ongoing efforts to promote universal coverage. A special action to "find people through data" has been implemented to expand coverage. The number of newly insured individuals has increased by 74,900 in enterprise employee pension insurance, 14,600 in urban and rural resident pension insurance, and 10,100 in flexible employment pension insurance. Reforms in the elderly care service sector have been deepened, with regular initiatives to provide care, medical health services, legal aid, and support for vulnerable groups, ensuring basic living guarantees for those in special difficulties.
