Long-term care insurance is a social insurance system that collects funds through mutual assistance to provide services or financial support for the basic living care and related medical treatment of individuals with long-term disabilities.
In August 2023, Huai'an City introduced the long-term care insurance implementation plan, and related initiatives have been progressing in an orderly manner. According to current policies, the pilot phase of Huai'an's long-term care insurance starts with employees covered by basic medical insurance, focusing on meeting the basic care needs of individuals with severe disabilities. Those who have been assessed by medical or rehabilitation institutions as disabled for over six months due to aging, illness, or disability, and who have applied for and passed the assessment, are eligible for relevant benefits. As of now, all 1.1 million insured employees in the city are included in the long-term care insurance coverage. A total of 3,709 individuals have applied for disability assessments, and 2,859 individuals with severe disabilities are already receiving benefits related to long-term care insurance.
To achieve "zero distance" in long-term care insurance services and truly facilitate the process for citizens, Huai'an has established and put into operation 9 long-term care insurance service centers, equipped with 21 service windows. A total of 36 staff members have been recruited and trained to ensure complete coverage across counties and districts. To enhance service quality, Huai'an has organized centralized training for over 200 caregivers from nursing institutions across the city. This training adopts a combined approach of "theory + practice" and "case studies + discussions". The Jiangsu College of Nursing has assigned experienced chief physicians, associate professors, and lecturers to lead the courses. Each of the 21 nursing procedures is taught in detail and assessed, significantly improving the professional skills of the caregivers.
