Since the "14th Five-Year Plan," Huai'an City has newly reconstructed 1,000 kilometers of rural roads and 144 bridges, bringing the total length of rural roads to 12,799.536 kilometers. The coverage rate of two-lane fourth-class roads in administrative villages in the city has reached 100%, and the public transportation service rate in towns and villages has also reached 100%.

Huai'an is continuously promoting the integrated development of "rural roads +", realizing a leap from the "road to travel" to the "road to moderate prosperity" and then to the "road to beauty and happiness." Agricultural and fishery industrial bases such as lobster breeding, crab breeding, and rice-shrimp co-cultivation; specialty fruit farms for grapes and strawberries; unique cultural and tourism towns like the millennium Jiangba Ancient Town; new industrial bases such as photovoltaic and wind power stations; national famous tourist attractions such as Xiyou World of Adventure and Fantawild Theme Park... Many rural areas in Huai'an rely on their resource endowment and extensive transportation network to develop characteristic industries and realize cluster development.

Huai'an has always prioritized road safety assurance as a critical measure for protecting people's lives and property. Since the 14th Five-Year Plan, it has continuously carried out the "1+9" special rectification of work safety across all industries. The overall safety level of roads in the city has been steadily improved, with 5488.49 kilometers of rural road life safety protection projects completed. Efforts have shifted road traffic safety facilities from the question of "whether they are available" to "how good they are," and from an "extensive" approach to a "refined" one. At the same time, Huai'an has made solid efforts to promote the special safety campaign of "Road Doctors Entering Villages," implementing signboard rectification on accident-prone sections of the city's roads. It has strengthened the construction of grassroots teams of "road doctors" at the municipal, county, town, and village levels based on local conditions, aiming to enhance traffic safety on rural roads and ensure that the public feels more at ease when traveling.
