The lottery for public rental housing allocation was organized by the Huai'an Housing and Urban-Rural Development Bureau and undertaken by the Municipal Indemnificatory Housing Construction Management Center. A centralized public grouping and lottery method was employed, with notaries using lottery software to sequentially draw the applicant sequence numbers and housing source sequence numbers, and the lottery results were announced. The existing houses provided this time include 40 elevator-equipped apartments and 14 non-elevator apartments, totaling 54 sets.

In 2024, the scale of physical rental allocation for urban public rental housing has reached 2,839 households, with a distribution rate of 88.5%; There are 187 households insured for co-ownership housing. From January to November, the rental subsidies for urban public rental housing cumulatively guaranteed 10,354 households and 13,915 people, with a subsidy of RMB 4,487,200, up 34.36%, 20.58%, and 17.92% year on year respectively. In November, the number of insured households reached 1,000 for the first time, benefiting 1,332 individuals, and distributing a subsidy of RMB 437,200.
