Recently, Huai'an City issued the Measures to Support and Encourage Overseas Personnel Returning to Settle in Innovation and Entrepreneurship Parks (Trial). These measures consist of 10 initiatives aimed at providing comprehensive support for outstanding returning personnel through increased funding, promotion of incubator platform construction, hosting signature talent attraction events, and creating a favorable development environment.

In terms of funding, the measures propose that enterprises founded by returning overseas personnel registered in the innovation parks will receive a startup grant of RMB 3,000 after invoicing. Within five years of establishment, they can receive full interest subsidies on bank loans up to RMB 5 million. For those requiring financing guarantees, a subsidy of up to 80% of the guarantee fee will be provided, with the guarantee amount not exceeding RMB 5 million. Additionally, enterprises with main business revenues exceeding RMB 3 million will receive a growth reward of 1% of their revenue; for revenues over RMB 6 million, the excess amount will receive a growth reward of 1.5%. Enterprises founded by returning personnel that receive angel investments from market-oriented funds and meet certain criteria will be rewarded with up to RMB 200,000, calculated as 10% of the angel investment amount.

Regarding office and factory space, the measures state that enterprises led by returning overseas personnel can enjoy support for office spaces up to 300 square meters and incubation factory spaces up to 400 square meters.

Furthermore, the measures state that returning overseas personnel who lead the establishment of enterprises in the parks can receive a free talent apartment. For those with children enrolled in kindergartens or primary schools in Huai'an, an annual education reward of RMB 5,000 per child will be granted. Additionally, if their parents' household registration and permanent residence are outside Jiangsu Province, they will receive an annual family visit allowance of RMB 5,000.
