Since the beginning of this year, the Foreign Affairs Office of Huai'an Municipal People's Government has been deeply engaged in cultivating its foreign affairs service "responsibility fields," contributing to the creation of an international, rule-of-law, and convenient business environment.
First, it has strengthened top-level design and overall planning. Based on a thorough analysis of the city's foreign trade demands and key industry characteristics, the office has innovatively introduced five measures to promote project attraction and seven measures to optimize foreign-related services, always prioritizing project attraction and service optimization in the development agenda of the foreign affairs department.
Second, it has facilitated the movement of domestic and foreign business personnel. The office has improved the convenience for inviting foreigners to China, optimized the invitation process, and reduced the approval time from the original 5 working days to 2 working days, achieving the fastest processing speed in the province. Efforts have also been made to promote the APEC Business Travel Card policy and conduct outreach activities for over 80 foreign-related enterprises in the city, helping quality enterprises secure provincial-level benefits. In 2024, 4 enterprises in Huai'an were newly added to the provincial "white list" of enterprises.
Third, it has reinforced the protection of overseas interests for enterprises. The office has organized activities such as the Jiangsu Province Consular Protection Awareness Week in Huai'an and the "Foreign-Related Legal Services Entering Enterprises" initiative, providing "safety packages" addressing overseas investment development, potential risks, and policy needs to ensure the healthy growth of enterprises going abroad. This year, over 100 alerts regarding overseas safety risks have been promptly disseminated, guiding enterprises and institutions to take preventive measures. To date, 7 foreign-related cases have been successfully handled.
