To further ensure sufficient space for industrial development in the city and consolidate and enhance the positive development trend of the industrial economy, Huai'an has recently launched the preparation of special planning for industrial land control lines.
Adhering to the principle of "space following the project" and based on the comprehensive delineation of 3 control lines in the city's territorial space planning, a preliminary 292.41 square kilometers of industrial land control line has been delineated, accounting for 36.3% of the city's urban development boundary.
To further strengthen the management of industrial land, Huai'an City has standardized the processes of delimitation, adjustment, implementation, and supervision for industrial land control lines. It positions industrial land as a strategic resource based on the overall territorial space planning and the preliminary delineation results. According to the general principle of "controllable scale, industrial agglomeration, and flexible rigidity," it conducts research in areas such as refining the delimitation plan, formulating management and control measures, optimizing supervision and management, and coordinating action plans. This will further define the spatial positioning and guidance of the city's industrial land control lines, offering strong spatial assurance and resource support for building a powerful industrial city.
The special planning for the industrial land control lines launched this time will clarify the minimum proportion of new industrial land in the annual transferred land for each year, strengthen the full-cycle management of industrial land transfer, and strictly control conversions of industrial land to commercial and residential uses, etc. It will serve as a planning basis for guiding the city's industrial layout, stabilizing the total scale of industrial land, and promoting the economical and intensive use of land, thereby providing a stronger impetus to enhance the quality and efficiency of Huai'an's industrial economy.
