In recent years, Huai'an City has actively implemented the food crop production strategy based on farmland management and technological application, adhering to a three-pronged approach that focuses on quantity, quality, and ecology. It has concentrated resources on building high-standard farmland, enhancing comprehensive management processes, and effectively promoting increased grain production, agricultural efficiency, and farmers' income. At the same time, the city prioritizes project quality as a lifeline, standardizing and strengthening project management. A specialized supervision implementation plan for high-standard farmland has been established, along with a supervisory system involving "five veteran groups" in project areas. The "Yizhangtian" online supervision mini program has been promoted, and third-party agencies have been brought in to conduct quality inspections, reinforcing oversight throughout the construction process. Efforts have been made to ensure that high-standard farmland becomes a reliable and satisfactory project.

Huai'an City will focus on permanent basic farmland and "two zones" for high-standard farmland construction, balancing new construction with renovation and upgrades. In line with the high-standard farmland construction plan (2021–2030) and the implementation plan for permanent basic farmland, it will actively prepare for project initiation in the new year. This includes enhancing the layout and design of key area projects, scientifically improving farmland irrigation and drainage systems, promoting large-scale development and contiguous governance, and managing project construction with high quality. Key efforts will be directed at protecting arable land, improving soil quality, ecologically transforming irrigation and drainage systems, and constructing efficient water-saving irrigation systems. The goal is to create a number of demonstration areas for high-standard farmland construction, continuously increasing comprehensive grain production capacity and vigorously promoting high-quality agricultural industrial development.
