Since the beginning of this year, Huai'an City has focused on returning straw to the fields, while also promoting various forms of straw utilization to facilitate green agricultural development.

The first is to promote diversified utilization. Relying on enterprises such as Everbright Biomass Energy, Zishan Biotechnology, and Jiangsu GreenGold Environmental and Bioenergy in Lianshui county, the focus is on developing biomass raw material power generation, straw edible fungi, agriculture and animal husbandry planting, and breeding cycle to promote the diversified utilization of straw. 6 ecological demonstration bases for plowing and deep tillage have been built to promote carbon sequestration, increase carbon sink, and improve soil fertility. This year, the city's comprehensive utilization rate for straw can remain above 96%.

The second is to strengthen coordinated efforts. We have implemented the subsidy policy and provided timely subsidies to farmers who purchase straw-returning machinery and those carrying out straw-returning operations to enhance their motivation. Since this year, the city has secured a total of RMB 20.1 million from the central government for straw comprehensive utilization project funds and RMB 123 million from the provincial government for straw returning efforts, so as to enhance the capacity of straw collection, storage and utilization. A subsidy of RMB 103 million has been issued for straw returning.

The third is to improve the collection and utilization system. We have strengthened the support for machinery, with the number of large and medium-sized tractors, straw-returning machinery, and combined harvesters matching the large and medium-sized tractors reaching 13,000, 12,000, and 12,000, respectively. The city has explored the mode of comprehensive utilization consortium to streamline the collection, storage, transportation, and utilization chain of straw. It has cultivated 125 main bodies for straw collection and storage, and 25 for large-scale straw utilization.
