Huai'an Prioritizes Support for Employment-Challenged Individuals

Since the beginning of this year, the human resources and social security department of Huai'an City has established a number of "doorstep" employment service stations, bringing employment and entrepreneurship services closer to the community. 

Optimizing Employment Service Stations Huai'an has optimized its "doorstep" employment service stations. These enhancements include the implementation of key public service mechanisms, such as a first-contact responsibility system, a one-time notification system, and a time-limited processing protocol. The stations now feature dedicated employment service windows and counters, self-service areas, and comfortable waiting zones, all marked with standardized signage. In 2024, ten "doorstep" service stations have been fully optimized and operational, adhering to the established standards.

Tailored Support for Job Seekers Employment service specialists are tasked with reaching out to individuals who express a willingness and capability to work. They conduct home visits to conduct surveys on employment needs, while also engaging with hiring companies and individual business owners to collect crucial information about job vacancies, recruitment criteria, and compensation. This effort ensures a precise "point-to-point" matching of employment needs with available job opportunities. The city has also introduced a "one-on-one" assistance mechanism for its employment aid policy. So far this year, 1,525 individuals facing employment challenges have benefited from support services provided through these "doorstep" employment stations.

Creating Public Welfare Positions Huai'an is developing community public service resources that include a variety of public welfare positions in elderly care, childcare, support for individuals with disabilities, and more. The city is promoting policies on these positions to hiring companies and individuals facing employment challenges through specialized recruitment fairs, distribution of informational materials, field visits, and other initiatives. From January to September, the city has supported 91 individuals facing employment challenges by creating public welfare positions in both urban and rural areas.
